http://www.EffectiveBrand.com lets you create your own customized
toolbar (co-branded with a few of EffectiveBrand's link). Not too bad
of a toolbar that they allow you to make, they even create the
installer and host the install package for you!

Only complaint we have about this free toolbar distribution is that
EffectiveBrand's toolbar seemed to slow our surfing experience (took
longer for Internet Explorer to open) as it seems to load images and
customizations from the EffectiveBrand web server. Other than that, it
seems to free of spyware (unlike many toolbars available out there) and
safe to use for your business or website. We give it a 2 thumbs up!

The best toolbars we can find for searching the internet (not
customizable for your website, just a freeware software solution) are

give this toolbar 2 thumbs up (if I had more thumbs, I'd raise them
all!).
