Also, they all conformant for SCORM/AICC,  but only the first one is an ADL SCORM Adopter, it conformant for both SCORM 1.2 and 2004 Edition. QuizCreator has a cute and intuitive interface, while the one of QuizBuilder is neat and intuitive. What I want to highlight here is that the newest version of Wondershare QuizCreator provides two samples of ASP and PHP for tracking the test results, and they made a tutorial on their website for guiding user how to setup those samples for collecting and analyze the results.
