The issue has been fixed. I had to do two things to fix the issue.

1. I had to set httpproxy attribute on the driver e.g.
driver.httpproxy='[link]"
2. My password had @ sign in it. I had to escape it by using the hex
value i.e. %40 instead of @ sign.

I would really appreciate any clues to solving this:

I am having a problem generating the correct SOAP call with Soap4r.
My SOAP client is Ruby with Soap4r gem (latest version 1.5.8) for
Linux.
My SOAP service is ASP.NET with WSDL

proxy server issue

I am trying to use soap/rpc driver to test a client accessing a web
service which is outside our firewall. To access this url we have to
go thru a proxy server. I have set http_proxy environment variable and
it includes proxy server user name and password e.g. HTTP_PROXY=http://
PROXY_USERNAME:PROXY_PASSW...@ proxy.server.com:80
