G7 is worth considering. It has most of Sibelius' capabilities for a
little more than $100, last time I looked.
I use it. The only weaknesses that matter to me are
1. you can't hide unused staves
2. you can't read the new sib format, unless maybe the new G7 can. You
have to ask sib users to save in sib2 format.
