I don't know about his full title, but I think he was the first to use the western style of "Emperor" in addition to the traditional one of "Tsar" (which arguably carries the same meaning anyway). He did not rule Poland, Finland, Georgia or Bulgaria, which were not incorporated into the Russian Empire until much later (or never, in the case of Bulgaria), and I don't think he ever claimed to.

Remember that Red Russia, Georgia, Finland, Poland, Chernigov, Crimea, etc. were not yet part of the Empire.

Definitely not Finland -- that belonged to Sweden until 1814 or 1815 (the end of the Napoleonic Wars).
It was Peter the Great who changed the Tsar's title to the Western title of Emperor, though of course many people still say Tsar or Czar to this day.

HIM Cathrine II was the first Russian monarch who could rightfully claim to be the Czarina and Autocrat of All the Russias, when the partition of Poland gave her control of the balance of White Russia and all of Red Russia.
The Russias are:
*Great Russia, now the western part of the Russian Federation. *Little Russia, now Urkraine minus Crimea. *White Russia, now Belarus, less the western part which was transfered to it after WW II at the expense of Poland. *Red Russia, now southern Poland near the present Czech and Ukrainian border.

Thanks for this. I presume that "Bulgaria" is Great Bulgaria on the Volga, not the modern state of that name. Are you sure that the claim to the Georgian and Iberian lands goes so far back? I thought they were not conquered until the 19th century.

Since the reign of Peter III, the Russian Emperor has had the title "Heir of Norway" along with various German titles. The father of Peter III was Christian Furst von (Schleswig-)Holstein-Gottorp and thus inherited his titles upon his father's death.
