The tone scale is used in scientology as another stick with which good
Scientologists may measure other people.  It "measures" emotional tone
level.  However, the tone scale has no basis other than a one-sided
evaluation of another human being's response.

Scientologists are taught that a person's tone may be determined through
his use of certain key phrases.  "I don't care" is supposed to indicate
apathy, "I'm afraid that would happen" indicates fear, "I can't stand it"
anger.  

An unsuspecting person's words and gestures are taken by a scientologist
and shaped to fit pre-cast molds.  His actual message is ignored while the
dutiful scientologist is busy evaluating his stance and delivery.

Have you ever talked to a Scientologist and gotten the feeling you're
being ignored?  If you give the Scientologist a puzzled look, you will get
back an acknowledgement -- an "okay" or "I see" or what you just said will
be parrotted back at you.  Then, based on what tone the Scientologist has
judged you to be in, your "tone" will be reacted upon by the
Scientologist.  No thought is involved.

Good scientologists believe that thetans don't think.  They just magically
"know", such as "knowing" what tone another person is in.  (That's how
they avoid calling the judgment of a person's tone "evaluation".)

All the thinking is left to Scientology's heads of state. The only
figuring a scientologist has to do is to figure out how to get more money
signed over the the "church."   A Scientologist calls this "Total
Freedom."
