I am not morally obtuse and I do not understand how absolute evil even exists except as an article of religious faith, let alone see the job description of a branch of the Scientology organization embodies it.
Organizations by nature might find themselves in conflict and might find themselves disunited, so organizations traditionally have a means of acting as an organization, and maintenance of that capacity if assigned to the Ethics department in Scientology.
What's the big deal? Shriners would remove a disease proponent or hospital bombing advocate from their midst (remove counter intention) and discourage constant yack about which is the best beer during a meeting to plan out fundraising (remove other intentionness). Subgenii who rent a hall for a devival would probably oppose a landlord who tries to lock the door to the hall and exclude all subgenii (counter intention) and exclude livestock merchants from herding their wares into the hall under the pretext of enrolling all his stock as ordained ministers of Bob *IF* that interfered with the devival too much (other intentions). Strictly speaking I know many Subgenii would welcome additional livestock at devivals, as livestock are not yet AIDS infected and a condom is not required, but other Subgenii are not completely in accord on this I understand. We could list an endless number of organizations that assign the function of opposition to rivals and maintenance of focus on the groups activities to someone, just as Ethics has that function in Scientology.

Adhearants to the Buddah don't claim murder, extortion, espionage, and racketeering as a religious right. Scientology does. The killers claimed that they had the religious right under the "Religious Freedom Restoration Act" passed by Florida to kill Lisa McPherson -- even though the killers continued to deny that they killed her.

Yes. If someone is in my house, and my intention is to work, play, etc. and they are there to shoot heroin, smoke crack and rob passers-by, ethics would induce me to remove that intention from my environment. Whether that meant helping him with a crack or heroin problem, reporting his robberies to the police, or SOME OTHER SOLUTION, which is where it could be misinterpreted for evil use, the policy itself does not recommend evil.
