So, why was it that Citizens Band radio took off as a big if
shortlived fad in the United States in the 70s? I do understand that
the dwindling price of radio gear made it more economical by the 60s
than it would have been before, and that there were movies in the 70s
which showed it being used in ways that were kind of cool, I guess,

No; that's simply a positive externality, at least in the example
given, as the majority of the benefit of attractive or interesting
buildings would flow to the owner in the form of increased rent or
enhanced property value. Thus, there's no real free rider problem.
Public goods have a more rigorous definition. they must be non-rival.
