Do some searching on the topic of rotated photos. I suspect the
changes flagged have to do with a rotation attribute stored in your
photos.
There is no real need to "save" your changes since they are already
saved in your picasa.ini files. Save merely causes Picasa to
incorporate your changes in your original photo after making a copy of
it.
