Would it be "okay" in Google's eyes to use the bulk upload feature to
upload local business listings for websites that we host? Each
business is completely individual and has a physical location. I would
just be uploading the name, address, phone and URL for several
thousand businesses.

I don't want to get my company or any of these businesses in trouble
in Google's eyes if this is deemed not the proper way to use this
tool.

Notice that it says that when you send the bulk upload, you are
affirming that you have permission to do so and that you agree to
Google's Terms of Service.

If you agree to everything there, I don't see why Google would object.
 I do not speak for them, though, so do it at your own risk.
