Depends: what you describe OE and whatnot having is a "read

The mailer-daemon that handles dropping the message into your account in the first place actually handles the delivery confirmation, as that is when it is actually delivered. And that shouldn't matter if it is a webmail client or not, just if the local postmaster has the feature. You must Sign in before you can post messages.
