Independent living (IL) concept was born in the 1960s in Berkeley, California. At the same time as Martin Luther King was spearheading the civil rights movement, fighting for the economic, social and political rights of black people, a group of 12 students with physical disability at the University of California came to recognise their own 'right to living'.

A sense of unity and self-confidence gradually developed, largely as a result the UN Convention on the Rights of Persons with Disabilities, Article 19 'Living independently and being included in the community' incorporated. States Parties to this Convention recognize the equal right of all persons with disabilities to live in the community, with choices equal to others, and shall take effective and appropriate measures to facilitate full enjoyment by persons with disabilities of this right and their full inclusion and participation in the community.

The Continuing Rehabilitation Education (CRE) programme on Independent Living for the Persons with Disabilities will give emphasis to update the trainees about the following foundations to lead as a quality service provider:

4. Personal assistance and community support services- Accommodation, Modification, Alteration, Access and developing technology
